FEMA P-2055-1, Guidance for Accelerated Building Reoccupancy Programs
This Guide was published by FEMA in January 2023 and presents recommendations, discussion of key issues, and template administrative documents for designing and managing programs that allow building owners to hire independent engineers authorized by jurisdictions to provide building-specific evaluation and official placarding.

This document was prepared as a supplement to FEMA P-2055, Post-disaster Building Safety Evaluation Guidance, Report on the Current State of Practice, including Recommendations Related to Structural and Nonstructural Safety and Habitability, published in 2019, available here.
This webpage presents downloadable word files for the template administrative documents in Appendix B through E. Jurisdictions interested in establishing their own programs are encouraged to use these as a starting point to prepare programs customized to their needs.
- Appendix B: Agreement to be signed between the Authority Having Jurisdiction, the building owner, and the building safety evaluator. This template also serves as the “application” into the program.
- Appendix C: Agreement to be signed between the building owner and building safety evaluators.
- Appendix D: Memorandum of Understanding to be signed between the Authority Having Jurisdiction and the building owner to establish policies and procedures, for use in an Advisory Evaluator program described in Chapter 3.2 of the Guide.
- Appendix E: Notice of Participation from the building owner to the Authority Having Jurisdiction, for use in an Advisory program described in Chapter 3.2 of the Guide.
